Regular Meeting

Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Halstad= was duly called and held at the Halstad Telephone Company Community Room in sai= d City on = ;October 14, 2008 at 5:00 p.m.

= Mayor Brookshire presided at the meeting. The following members = were absent: None

Shane Carlson moved to approve the Agenda. Tom Maroney seconded the motion.&nb= sp; Unanimous

Minutes of th= e August meetings were examined and approved. Motion for approval was made by Ron Gotteberg and seconded by Renae Horning Unanimous

= All claims for the month of August were examined. Motion for approval was made by Ron Gotteberg and seconded by Tom Maroney Unanimous =

= Motion was made by Ron Gotteberg to approve an On/Off Sale Liquor License Applicat= ion from Chad Oien. Shane Carlson seconded the motion. Unanimous

= Motion was made by Tom Maroney to deny an application by Chad Oien to have a 2:00am opening. Shane Carlson second= ed the motion. Unanimous<= /span>

Motion was made by Ron Gotteberg to approve the following two resolutions:

GAMBLING SITE=

BE IT RESOLVED that the City Council of the City of Halstad, Minnesota, approves the appli= cation for a Permit from the Halstad Fire Department Relief Association, which all= ows Pull Tab Operations

BE IT FURTHER RESOLVED that the premise location for this application i= s at Hoohah’s Tavern whose address is 101 3^rd Street West, Hals= tad, Minnesota 56548.

BE IT FURTHER RESOLVED that the premise location for this application i= s at the Power House whose address is 675 Highway 75 South, Halstad, Minnesota 56548.

Motion was made by Ron Gotteberg to ender in a advertis= ing contract for 2009 with R & J Broadcasting in the amount of $1,696.00. <= span style=3D'mso-spacerun:yes'> Tom Maroney seconded the motion. Unanimous

Motion was made by Tom Maroney in enter into a 2009 policing contract with the Nor= man County Sheriff Department for $26,200.00 Tom Maroney. Shane Carlson seconded the motion. Unanimous

Motion was made by Ron Gotteberg to move ahead with bond sales for the Downtown 2 = TIF District. Shane Carlson secon= ded the motion. Unanimous

Tom Maroney moved to accept a Zoning Permit Application from Joy and Jim Suda f= or a new dental clinic building. Renae Horning seconded the motion. Unanimous

Motion was made by Ron Gotteberg to place a 10% penalty on Sunrise and Wimmer Homes This policy change to take place January 1, 2009. Renae Horning seconded the mot= ion. Unanimous

Motion was made by Sha= ne Carlson to make the following accounting adjusting entries:

1. Boat Landing= Debit of $66,191.81 – Boat Grant Credit $66,191.81

2. Taxes Receiv= able Debit of $3,547.46 – Deferred Revenue $3,547.46

3. Special Assessments Receivable – Delinquent Debit $1,533.00 and Special Assessment Receivable – Deferred $47,947.77 - Debit – Deferred Revenue $49,480.77 Credit

4. Infrastructu= re $725,000.00 Debit – Buildings - $125,011.27 Debit – Equipment $= 90,564.09 Debit – Depreciation Expenses $38,247.83 Debit – Accumulated Depreciation $289,435.75 Credit – Invested in Net Capital Assets $319,387.44 Credit – Bonds Payable $370,000.00
