Regular Meeting

Pursuant to due call and no= tice thereof, a regular meeting of the City Council of the City of Halstad= was duly called and held at the Halstad Telephone Company Community Room in sai= d City on = ;May 12, 2008 at 5:00 p.m.

&nbs= p; Mayor Brookshire presided at the meeting.

The following members were = absent: Ron Gotteberg – Tom Maroney

Addition to Agenda: &nb= sp; None

Shane Ca= rlson moved to approve the Agenda. = Renae Horning seconded the motion. Unanimous

Minutes of the April meetings were examined and approved. Motion for approval was made by Re= nae Horning and seconded by Glen Brookshire Unanimous

&nbs= p; All claims for the month of April were examined. Motion for approval was made by Re= nae Horning and seconded by Shane Carlson.&nbs= p; Unanimous

&nbs= p; Zoning Permit Application from Wayne and Karen Horge f= or a 10X14 shed and a fence was approved.

&nbs= p; Renae Horning moved to proceed with a new building to replace the older building south of the LRC. Dave Meyer = is to put out bids for construction. Shane Carlson seconded the motion.

Shane Carlson introduced the following Resolution:

RESOLUTION COMBINING THE HALSTAD TOWNSHIP
AND THE HALSTAD CITY POLING LOCATION

WHEREAS IN place now is the= shared polling place between the City of Halstad and the Township of Halstad as allowed under statute M.S.A. § 240B.14 Subd. 2(b). and

WHEREAS BY combining pollin= g place essentially allows two separate precincts to vote at one location and reduce the number of election judges.

THEREFORE, the City Council= of the City of Halstad directs the Clerk/Treasurer to file this resolution with the Norman County Auditor. Thus creating a combined poling location for the City and Township

Renae Horning seconded this motion. Unanimous

= SPECIAL MEETING OF THE CITY= OF HALSTAD
May 20, 2008

A special meeting of the City Co= uncil of the City of Halstad was dul= y held on May 20, 2008 at 5:00 o’clock p.m.

=         &= nbsp;   The following persons were present: Glen Brookshire, Ron Gotteberg, Tom Maroney= , Renae Horning

Absent: Shane Carlson

Tom Maroney moved to approve the agenda as presented. Renae Horning seconded the motion.= Unanimous

Renae Horning moved to proceed with a project to install two yard lights and a me= ter loop with outlets at the Red River Boat Ramp area. Glen Brookshire is to contact the watershed district for assistance in this project. Tom Maroney seconded the motion. Un= animous

Ron Gotteberg made the following motion to move ahead with the new downtown TIF district plans. Changes in th= e plan would include increasing the amount requested to $150,000.00 and with the p= ayback length of life to 26 years. T= he City would realize its payback during the final years of the bond. This is to be financed with TIF Ge= neral Obligation Bonds to be purchased by the Red River State Bank. The changes in this plan also stated that the Red River State Bank would be securing the additional financing for this project.&nbs= p; Dr. Joy agreed to a 10 year obligation which included a payoff of the balance of the TIF District obligations if the business was sold. It was recommended that construction start in 2008.
        =      Tom Maroney seconded this motion.&n= bsp; Unanimous

Renae Horning introduced the following resolution and moved for its adoption:

RESOLUTION APPOINTING AN NMPA BOARD MEMBER TO
NORTHERN MUNICIPAL POWER AGENCY

        &= nbsp;   BE IT RESOLVED by the City council of the City of Halstad, Minnesota, that pursuant to Section 3 of the Power Sales Agreement between Northern Municip= al Power agency and the City of Halstad, that Dave Meyer hereby is appointed as the cities director on the NMPA Board and Glen Brookshire hereby is appoint= ed as advisor to the agency.

        &= nbsp;   The appointments are for a period starting May 1, 2008 and ending April 30, 200= 9.

= Ron Gotteberg seconded the motion.<= span style=3D'mso-spacerun:yes'> Unanimous

= Mayor Brookshire called a special meeting to be held May 27^th to review the cleanup letters mailed out this past month.

= Tom Maroney Adjourn – Ron Gotteberg seconded the motion.

A special meeting of the City Co= uncil of the City of Halstad was dul= y held on May 27, 2008 at 7:00 o’clock p.m.

=         &= nbsp;   The following persons were present: All

=         &= nbsp;   Ron Gotteberg moved to mail abatement letters to 23 residents that received cle= anup letters. Anyone not present or anyone not willing to take care of issues indicated in the letters will be turned over to the City Attorney for proper action. Glen Brookshire seconded the motion. Unanimous<= /span>

Tom Maroney moved to adjourn – Shane Carlson seconded the motion.
